The program as written should NOT be allowed. It is a back-door attempt to gut the value of solar energy in Minnesota. It's a wolf in lamb's clothing. The program is designed to appeal to the interests of all clean-energy-minded people. BUT the formulas they insert to justify the creation of the rate in this program will be used as a blunt hammer to destroy the value of solar energy and ultimately to thwart its deployment.
