In response to Fenton Power Partners I, LLC reply comments on January 9, 2019. Fenton Wind comments that they take full responsibility for the complaints received during the initial construction phase. If they take full responsibility for the complaints, I believe any future projects for Fenton wind need to include a specified monetary fines paid to any land owners that have issues with trespassing, trash clean up, and damage to personal property. These fines need to excessive enough to discourage the idea that paying the fine is cheaper than obeying the rules / law. During the initial construction phase in 2006, All landowners were told during meetings to bring their issues to EDF. Landowners were not told by EDF representatives that they should also share any concerns with the MN PUC.
