I am a resident of Minneapolis Minnesota and I am in favor of the TOU rate pilot. I believe that incentivizing consumers to use power when it is plentiful is sensible from a market standpoint, as good customer engagement, and most importantly providing both a current benefit to the environment and setting up a future that encourages the use of renewables. PS: I would strongly support this process rolling out even faster than proposed. 2020+ seems quite far away, and I would rather see Minnesota take the lead on this issue.
