I agree. No Dept. should go to the customers asking for funds when a zero base budget has not been done to determine if revenues might be available from other areas, other than additional funding. First prove you are using the money you have, prudently.

Operational cost should be paid for by the people that benefit fanatically from it. That would be the share holders. Pay out smaller dividends and use that money to pay for the pipe line.
