We have been neighbors to this plant since 1984. Xcel Energy is a good neighbor and a very efficient utility. We strongly support issuing a site permit for the project. This will ensure a cleaner environment, increased capacity, and better service for all Xcel customers.

- Potential direct and indirect impact of this project on the Black Dog Fen were not addressed in the EA. Lower Minnesota River Watershed District requested an assessment of the direct and indirect impacts this project may have on the Black Dog Fen.
- How does groundwater appropriation, as permitted under Permit No. 1961-0271, directly or indirectly impact the Black Dog Fen?
- Also, how does groundwater appropriation, as permitted, in concert with other permitted appropriations directly or indirectly impact the Black Dog Fen?
- If dewatering is required, Lower Minnesota River Watershed District request review of and an opportunity to comment on the DNR Temporary Appropriation Permit application.
